Who can apply for the KulturaTV fund?
Applicants need to be registered as a Company, Partnership or a Cooperative with the Malta Financial Services Authority (MFSA) in order to be eligible to apply, and the main activity must be that of an audiovisual and film production.
What makes my project eligible?
To be considered eligible, a project needs to be a quality-driven television programme that can be aired on a private television station. Furthermore, proposed projects must have commitment from a private broadcaster in place. A copy of the relevant agreement, contracts and/or deal-memos must also be included in the application.
Does this Fund support any kind of audiovisual projects?
This fund encourages the production of innovative creative documentaries and culture programmes that include coverage of live music and theatre performances. Due consideration will be given to proposals focusing on relevant developments in the national cultural landscape, such as the Valletta 2018 culture programme and national festivals.
What type of productions are expected?
Eligible works can be either ‘one-off’ or serialised.

Can more than one audio-visual company collaborate in a production?
Yes, but in the case of more than one producer, the application must be filled by the company that is the originator of the script or the one that has majority rights relating to the project for which support is being requested. The applicant must provide evidence of ownership of rights for the proposed project or contract of acquisition / transfer of rights. Furthermore, the producers participating in the co-production must reach an agreement and include a joint declaration in the application.
Can the same applicant submit more than one application for the same session?
A company may submit more than one application for the same session, but only one application can be funded per session.
Do I need to be VAT registered?
Yes, VAT registration is obligatory for all applicants.
If I get funded, will I get paid the entire grant before the project starts?
In the event of approval, you will receive a pre-financing payment of a maximum of 50% of the approved grant at the beginning of the project. The remaining disbursement will be established by Arts Council Malta based on the project’s production and post-production schedule. The remaining balance (minimum 10%) will be disbursed following the submission of the final report and the approval by the Council.
What type of audience engagement is expected?
Arts Council Malta aims to support the creation of innovative and culturally significant storytelling relevant to a contemporary media audience and it encourages the use of innovative audience reach strategies to make culture more accessible. The proposed content must be made available to Maltese audiences.

How many application deadlines are there each year?
There is only one application deadline each year for the KulturaTV Fund. We will then invite you to pitch your project to the Evaluation Board.
What is the timeframe between the application deadline and the result notification?

I applied previously but did not get funded. Can I re-apply again?
Yes you can reapply, however you are advised to revise your application based on the feedback received from ACM before resubmitting.
What does the evaluation procedure involve?
This fund is competitive and will be evaluated according to established criteria, where each criterion is allocated a number of specific marks:
The Evaluation Board may decide not to allocate the total funds available for a particular call if the proposed projects do not reach the required level in terms of the fund criteria. A pitching session will also be organised for all candidates.
What is expected from the applicants during the pitching session?
The aim of the pitching session is to create an opportunity for applicants to further introduce their projects to the expert evaluators in person. The project applications will have already been reviewed by the evaluators before the pitching session. During the session, the project team should expand on the already submitted project description with comments, latest insights and additions. The writer, director and producer need to be present for the pitching session. Visual material which further supports the application submitted can be presented.
How many points do I need to be considered for funding?
In order to be considered for funding, projects have to obtain an average of at least 50 marks. Nevertheless, the evaluation session and funding decisions depend on the quality of the submitted proposals and on the availability of the funds. Therefore obtaining 50 marks or more does not automatically mean that you will be awarded the funds. Furthermore, proposed work must qualify as difficult audiovisual works.
How can I determine if my proposed work can qualify as a difficult audiovisual work?
A proposed work qualifies as a difficult audiovisual work if it achieves 80% or more in a test that addresses a set of criteria. Refer to the Guidelines and Regulations for more details.
Do you ever award less money than requested?
ACM may offer you less funding than requested, depending on the funding available, the number of projects approved and your position in the ranking order. You may decide to accept the KulturaTV Fund offer or not. The Evaluation Board may decide not to allocate the total funds available for a particular call if the proposed projects do not reach the required level in terms of the fund criteria.
