Main Duties and Responsibilities

  • To devise and implement strategic objectives relating to the development of the creative industries with a focus on professionalisation and entrepreneurship
  • To identify qualitative and quantitative growth and sustainability targets for the sectors and to draw up action plans and programmes aimed at utilising private and public resources, including existing and new funding mechanisms at national and EU level, to achieve those targets
  • To design and implement Arts Council Malta’s initiatives, measures and policy recommendations aimed towards supporting equitable creative industries employment and creative entrepreneurship through start-up platforms supporting the sustainable growth of the sectors
  • Management of funding programmes that are focused on the development of creative practice with emphasis on artistic development, professionalisation and entrepreneurship
  • To liaise with other national agencies and ministerial departments (e.g. Jobsplus, Malta Enterprise, Economic Policy Department) thus ensuring increased synergy and coherence in the strategic outcomes of the sector with a focus on strengthening fiscal and wider entrepreneurial incentives based on the development needs of the sector
  • To continuously assess the effectiveness of incentives packages and support measures as well as review whenever possible, together with the Funding and Strategy team
  • To provide guidance and support to Public Cultural Organisations in terms of budgetary allocations and proposals that encourage artistically led programming through public, private and voluntary sector partnerships
  • To provide guidance and support to private and voluntary cultural organisations in terms of their sustainability, directing them towards potential or existing relevant networking, market, funding and sponsorship opportunities
  • To contribute towards the design, development and implementation of strategic actions aiming towards the provision of innovation and design incentives for businesses involving creative professionals across sectors
  • To build and manage effective relationships with key creative industries stakeholders both within the public and private sectors
  • To lead and direct cross organisational working groups as required
  • To work with the Director (Funding and Strategy) and Head (Strategy) in designing, implementing and monitoring strategic professionalisation and entrepreneurship measures
  • To promote and advocate for the creative industries nationally and at the highest level, acting as a spokesperson for Arts Council Malta when required.

OTHER

  • May act on behalf of or in the capacity of the Director Funding and Strategy, as may be required in the latter’s absence;
  • Performs other duties as, from time to time, may be assigned by the Director Funding and Strategy and Executive Chairman.

 

Qualifications and Experience Required

  • A recognised a Master’s degree at MQF Level 7 or higher recognised comparable qualification in Entrepreneurship, Cultural/Arts Management, Business Management or relevant areas plus two (2) years relevant work experience.

OR

  • A recognised Bachelor’s qualifications at MQF Level 6, or an appropriate, recognised, comparable qualification in Entrepreneurship, Cultural/Arts Management, Business Management or relevant areas, plus six (6) years relevant work experience.

AND

  • Proven track record of working the Cultural Sector;
  • Excellent writing and verbal communication skills in Maltese and English;
  • Knowledge of the cultural and creative sectors;
  • Excellent networker;
  • General awareness of office procedures and knowledge of Governments Procurement Regulations;
  • Strong organisational and administrative skills and attention to detail;
  • Excellent interpersonal skills and customer service skills;
  • Demonstrated ability to observe and acquire new skills pertaining to external and internal communication skills;
  • A creative mindset and the ability to work well under pressure, completing tasks efficiently, and handling tight deadlines;
  • A commitment to customer service and quality management

Contract and Salary information

The selected candidate will enter into a full-time employment contract on an indefinite basis. The salary paid will be of a basic salary of €30,885 in 2023 (Grade 5 of the ACM Grading and salary Structure), a Disturbance Allowance of up to 15% per annum and a Performance Bonus of up to 10% per annum.
