Arts Council Malta is looking for a Creativity Trust Manager

The Creativity Trust

Set up under S.L 542.02, the Creativity Trust aims to bring together the effort of the Public and Private sectors to provide funding opportunities for exceptional young artists.

Duties and Responsibilities

Working closely with the Chair and the Board and liaising regularly with the Head of Strategy and Funding at Arts Council Malta, the Manager will contribute to the vision, direction and implementation to the formulation and achievement of the Trust’s philosophy, objectives and strategies. S/he will ensure that the Trust is provided with high standard

  • business planning
  • financial security; and
  • effective resources management

to develop and maintain its services and reputation for excellent service delivery.

The Manager will be responsible for the overall management and administration of the Trust in line with the Trust’s policies. The Manager will have overall responsibility for the operation of the Trust.

General Responsibilities

  • To take responsibility for the Fund’s management and administration within the strategic and accountability frameworks established by the Board.
  • With the Chair, to enable the Board to fulfil its duties and responsibilities for the proper governance of the Trust and to ensure that the Board receives advice and information in a timely, thorough and appropriate manner.
  • To work closely with the Board in ensuring the furtherance of the purposes of the Trust.
  • To ensure that all activities are carried out in accordance with the values of the Trust.

Working with the Board

Specific duties include:

  • with the Chair, to ensure that the Board formulates and regularly reviews the Trust’s vision, mission and values
  • in partnership with the Board, to develop a long-term strategy for the Trust within the vision, mission and values established by the Board
  • with the Chair, to ensure that the Board can adequately monitor annual plans, targets and performance
  • to report to the Board on organisational progress, providing information and answering for organisational performance
  • with the Chair and Board, to develop policy proposals for Board discussion and decision
  • with the Chair, to establish the annual calendar for Board and sub-committee meetings
  • supporting the Chair, to suggest development opportunities as appropriate
  • to enable the Board to broaden its capabilities.

Managing the Trust

Specific duties include:

  • to ensure that a long-term strategy is in place to guide the Trust in achieving its objectives;
  • to advise the Board in all aspects of managing the Trust;
  • to be responsible to the Board for the overall financial health of the Trust;
  • through sound business planning, to ensure that the Trust has the human, material and financial resources it needs to operate effectively;
  • to ensure the production of appropriate business plans to implement and achieve the strategies agreed by/with the Board;
  • to seek out and develop new strategies for ensuring future resources;
  • to take appropriate steps to protect the Trust from risk;
  • to ensure that the Trust fulfils its legal obligations as outlined in Subsidiary Legislation 542.02;
  • to ensure that the Trust has the appropriate management systems and structures to carry out its work effectively, accountably and safely;

Promoting the Trust

Specific duties include:

  • to protect and enhance the reputation of the Trust
  • to seek opportunities to expand and promote awareness of the Trust’s work
  • to use the media appropriately to raise the Trust’s profile
  • to act as spokesperson for the Trust as necessary
  • to assist in the formulation of marketing strategies and campaigns
  • to ensure that marketing materials and other communications accurately present the vision, mission and values of the Trust
  • to work on fundraising, advising on grants, taking part in campaigns and meeting funders/donors when necessary
  • to ensure that online data is regularly updated, newsletters produced and other communications with supporters maintained
  • to seek to influence government policy and lobby on behalf of the Trust’s plans.

Other 

  • to be familiar with and adhere to the Trust’s policies and procedures in relation to the work (to ensure that high standards of quality and good practice are maintained, developed and monitored)
  • to promote equal opportunities through anti-discriminatory practice
  • to maintain appropriate confidentiality at all times
  • to undertake any other duties and/or responsibilities in connection with the management and administration of the Trust as the Chair and the Board may from time to time direct.

This job description is not necessarily an exhaustive list of duties but is intended to reflect a range of duties the Manager will perform. The job description may be reviewed regularly and may be changed in the light of experience and in consultation with the Manager.

The selected service provider will be based at Arts Council Malta and will be required to be available for meetings via internet, on-site and at the office. S/he will have flexible working hours and will be able to provide services during unscheduled or at unusual times as required by the exigencies of work.

Qualifications and Experience Required

Interested applicants must be in possession of a Masters qualification at MQF Level 7 or equivalent, in a subject related to Business Administration/ Finance/ Management / Cultural Management, plus 3 years relevant work experience.

or

Bachelor’s qualification at MQF Level 6 related to Business Administration/ Finance/ Management / Cultural Management, plus 5 years relevant work experience.

Interested applicants are to have:

  • In-depth knowledge of the creative industries and the creative economy;
  • Proven experience in fund-raising;
  • Proven ability to collaborate across multiple departments and influence all levels within an organization;
  • An understanding of Government policy, procurement, as well as incentives and the legislation relating to the CCI;
  • Ability to establish and maintain positive relationships with a variety of collaborators and stakeholders;
  • Ability to communicate in English and, preferably, Maltese with excellent listening and interpersonal skills;
  • Capable of working both independently and within a team, with an attention to detail;
  • A creative mindset and the ability to work well under pressure, completing tasks efficiently and handling tight deadlines;
  • A commitment to customer service and quality management;
  • Strong organisational and management skill.

Contract

The selected candidate will be awarded a one (1) year Contract for Service, with the possibility to renew for a further period of two (2) years, at the Board’s discretion. The Board shall inform the service provider in writing with its decision (2) two months prior termination of contract.

Answerable to the Creativity Trust Chair and the Board and liaising regularly with the Head of Strategy and Funding at Arts Council Malta, operating with flexible hours to meet the demands and requirements of the position. The chosen candidate will be required to work within the rules and regulations of the Malta Public Service.

The remuneration is of EUR30,000 (excluding VAT but including any other taxes or charges) per year. In addition, for the duration of the contract, the Service Provider shall receive a fully-comprehensive Communications Allowance of EUR1,000 and an end of year Performance Bonus up to a maximum of 10% at the discretion of the Chair and Board.

Payment will be processed monthly by Arts Council Malta on receipt of an invoice with a valid VAT number.
