The role of Head (Media) of the Creative Europe Desk is to promote the funding programme on a national level whilst assisting applicants in developing Media and audio-visual projects, preparing funding applications and building international partnerships.

Arts Council Malta is the National Agency for Development and Investment in the cultural and creative sectors.

Qualifications & Experience Required

o Candidates must be in possession of a recognized Master’s qualification at MQF Level 7 in Communications, Cultural Management or Digital Marketing or in relevant areas to be specified or a comparable professional qualification plus 3 years relevant work experience of which one (1) year must be in a management position comparable to Scale 7 level or higher in the Public Service;

OR

o Candidates must in possession of a recognised Bachelor’s qualification at MQF Level 6 in Communications, Cultural Management or Digital Marketing or relevant areas, plus five (5) years relevant work experience of which one (1) year must be in a management position comparable to Scale 7 level or higher in the Public Service;

AND must have

o In-depth knowledge of cultural policy, creative industries and the creative economy.

Duties

The duties of the Head, Creative Europe Desk (Media), include the following:

o Publicising and promoting the Creative Europe Programme (2014-2020) and the subsequent programme, at the national level, while informing professionals in the sector of the support available in the Media sub-programme;

o Jointly administering the funds (together with Head, Creative Europe Desk: Culture) provided by the Maltese Government and by the European Commission for the Creative Europe Programme;

o Encouraging and facilitating participation in the programme by the widest number of professionals working in the Media sector, including but not limited to the organisation of events and activities targeting the sector;

o Giving technical assistance to candidates on the presentation of applications under the Media sub-programme and, if required, directing them in the choice of any other more suitable mechanism to support their project;

o Having a sound knowledge of national and EU media institutions and platforms in order to stimulate cross-border cooperation between professionals and networks in the sector;

o Ensuring consistent contact with the various local and EU institutions giving support to the sector, thereby contributing to complementarities between the actions of the Creative Europe Programme and other national and European support measures;

o Maintaining a link with other information offices in Malta in order to be in a position to guide potential applicants on the community programmes available most appropriate to their needs;

o Proving feedback and consultation to the Arts Council Malta, and the Ministry on questions issues and positions in relation to the Media sector, including the Level Playing Field;

o Supporting the European Commission and the Agency (EACEA), by providing assistance regarding the media and audiovisual sectors in Malta, such as through the provision of data and statistics on the sector;

o Supporting the European Commission and the Agency (EACEA), in ensuring proper communication and dissemination of the results and impacts of the programme;

o Attending Creative Europe meetings abroad and participating in appropriate national and European sectorial initiatives, and reporting on discussions to the host organisation;

o Assisting Arts Council Malta on matters directly related to the Media sector, as required;

o Any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary;
