Job Description
Arts Council Malta (ACM) is seeking to engage the services of an individual as an Executive (Partnerships, Advocacy and Collaborations) to work closely with ACM’s Head (Strategy) at Arts Council Malta.
General Responsibilities
– To identifying possible partners and collaborators for EU Funding Opportunities while also gathering the necessary knowledge to expand ACM’s EU Funding opportunities.
– To develop and implement ACM’s strategic framework through fostering, coordinating and developing collaborations, advocacy and stakeholder engagement through intersectoral and cross-sectoral approaches towards advancing Malta’s cultural and creative sectors with public, private and voluntary sector entities, representatives and organisations.
– To deepen links between the artistic, cultural and creative sectors and other sectors as relevant to ACM’s Strategy while working closely with the Funding and Strategy Team, especially the Strategy Executives and Head.
– To set up an advocacy strategy in collaboration with the rest of the Funding and Strategy Team and the ACM’s Sectoral Representative Working Group based on ACM’s Strategic priorities.
– In liaison with the Strategy Executives and Head, feed into and contribute towards the development of potential partnerships, collaborations and advocacy actions specifically related to the strategic areas of Public Investment, Creative Entrepreneurship, Research and Evaluation, Education and Development, and Diversity and Communities.
– Contribute towards ACM’s campaigns and publications by ensuring stakeholder engagement in the development and implementation phases through effective communication and relationship-building.
– Facilitate communication and coordination between the Public Cultural Organisations within ACM’s remit to drive actions towards common goals that benefit the growth of Malta’s Cultural and Creative Sectors.
– Facilitate and build relationships with key national, regional and local institutions, including international and EU-focused institutions in line with propositions and aims of the Strategy Executives and Head while also advising on such matters in a transversal and ongoing manner.
– Forming and coordinating thematic and interministerial working groups to address strategic actions in a cross-sectoral approach with the exigencies of the Cultural and Creative Sectors at the core of such processes.
– Participate actively in events, meetings, workshops, conferences and internal discussions in matters pertaining to strategic partnerships, collaboration and advocacy.
– Being a point of contact to external stakeholders and third parties for initiatives, projects, mechanisms, and programmes that might be developed in response to broader sectoral developments in line with ACM’s Strategy.
– Overseeing, facilitating, contributing to and evaluating various MoUs which are managed by the Strategy team to ensure effective implementation, critical understanding and feedback.
– Organising consultation and research-related sessions, meetings, focus groups and public events in response to the advocacy and stakeholder management needs of the Strategy team.
– Liaising with ACM’s Internationalisation and Communications teams to ensure smooth operations and coordination of the international and communications aspects of the Funding and Strategy Team.
– Carrying out desk research and fieldwork as needed to identify and reach out to current and potential stakeholders to address strategic actions in a tangible manner.
– Ensuring communications with partners are of a high standard and serving as a contact point for partners to ensure sustainable strategic partnerships.
– Conducting outreach with public, private and voluntary sector stakeholders in connection with strategic measures as deemed necessary, while working closely with the rest of the Strategy team.
Qualifications
Candidates must be in possession of:
- A Master’s qualification at MQF Level 7 (subject to a minimum of 60 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008) in Cultural Policy, Arts Management, Communications, Business Administration or related disciplines + 2 years experience in strategic development, stakeholder engagement, advocacy or partnership management, preferably within the cultural and creative sectors.
OR
- A Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) Cultural Policy, Arts Management, Communications, Business Administration or related disciplines + 5 years experience in strategic development, stakeholder engagement, advocacy or partnership management, preferably within the cultural and creative sectors.
And must also have
Knowledge and Skills:
Deep understanding of Malta’s cultural and creative sectors, including related public policies, EU frameworks and international trends.
Expertise in stakeholder management, partnership development and interministerial or cross-sectoral collaboration.
Familiarity with advocacy methods and the ability to develop and execute effective advocacy strategies.
Competence in research methodologies, policy development and evaluation.
Demonstrated experience in facilitating the participation of Organisations and communities in policy-making processes.
Demonstrated capacity to adapt to rapidly changing environments and to find innovative ways to respond to emerging organisational needs.
Experience in coordinating and leading peer learning and training sessions.
Technical and Communication Skills:
Excellent verbal and written communication skills, including experience in public speaking and report writing.
Strong relationship-building and negotiation abilities to manage diverse stakeholder expectations.
Ability to communicate with various actors and adapt messages and communication to their context.
Proven ability to facilitate and coordinate working groups, meetings and public consultations.
Proficiency in project management, strategic planning and data analysis.
Competence in using digital tools for communication, collaboration and data management.
Language Proficiency:
Fluent in English and Maltese (both written and spoken). Additional languages, particularly relevant to EU or international stakeholders, are an asset.
Personal Attributes:
High level of professionalism, discretion and cultural sensitivity.
Strong analytical mindset with problem-solving capabilities.
Ability to work autonomously and manage multiple priorities effectively.
Ability to build effective relationships based on mutual trust and respect with partners and other stakeholders, as a way to strengthen the work and the larger goals of an organisation and those of ACM.

Contract and Salary information
The selected candidate will enter into a full-time employment contract on an indefinite basis. The salary paid will be of a basic salary of €32,008 in 2025 (Grade 5 of the Art Council Malta’s Grading and salary Structure), a Disturbance Allowance of up to 15% per annum and a Performance Bonus of up to 10% per annum.
