Through this new grant, beneficiaries may receive funding of up to €3,000.

The grant, which was drawn up after consultation with Malta Entertainment Industry and Arts Association (MEIA), aims to respond to the practical, professional requirements of the cultural and creative sectors while supporting the long-term sustainability of artistic practices. The funds can be used to seek legal and financial advice on matters such as contracts, intellectual property, rights management, tax, accounts, financial planning, insurance-related requisites and regulatory obligations related to artistic and cultural work. All eligible costs will be covered.

Minister for Arts, Culture and National Heritage Malcolm Paul Agius Galea stated that, “This government does not see culture as an expense but rather as an investment. When we invest in our artists, we are not just supporting creativity but we are also building a more innovative economy, a stronger society and a country that recognises the value behind its talent. The Legal and Finance Grant is a concrete example of how we are providing creative professionals with the tools to create and to grow and succeed sustainably.”

Executive Chairman of Arts Council Malta, Luke Dalli said that this scheme is a step closer towards a more professional and sustainable cultural sector. “Artists today do more than just create; they also advance their careers as professionals: they sign contracts, manage their rights, make financial decisions and navigate legal and regulatory obligations. Through the Legal and Financial Grant, we are investing not only in creativity but also in the capabilities of artists and creative organisations to be able to operate with more confidence, professionalism and resilience. This scheme reflects the vision of Arts Council Malta’s Strategy 2030 to build a sector where creativity is supported not only through funding but also through the needed tools and services to build sustainable careers in the long term.”

Director of Funds at Arts Council Malta Rita Falzon, said the grant addresses a practical need in the sector. “Artists and creative organisations often deal with contracts, tax obligations, rights management, and compliance matters in their work as professionals. This scheme reflects the principles found in the Charter of the Status of the Artist, particularly regarding fair work conditions, improvements in socioeconomic conditions, ethical practices, intellectual property rights and the professional recognition of artists. These funds offer artists and creative organisations access to the professional knowledge they need to make informed decisions and protect the value of their practice while also strengthening the professional conditions they work in. The grant thus contributes to the implementation of Strategy 2030 and to its commitment towards a more resilient cultural and creative sector,” said Ms Falzon.

Nicole Debono, Secretary General at the Malta Entertainment Industry and Arts Association, said “We are grateful to Arts Council Malta for recognising that gap, and for the collaborative way this scheme has come together. What we’re launching today reflects real dialogue — between MEIA and ACM, but also, ultimately, in service of the wider creative and cultural community, whether or not they are MEIA members. That accessibility matters to us. Good governance means a scheme that is open, fair, and genuinely useful to everyone working in this sector.”

Applications are open until the 2nd September 2026 at noon.
