The postholder shall coordinate procurement and administrative functions, ensuring compliance with public procurement legislation, sound governance, operational efficiency and effective support to the delivery of Arts Council Malta&#8217;s strategic objectives.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Main Duties and Responsibilities<\/strong><\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Coordinate and administer procurement processes in accordance with the Public Procurement Regulations, Government procurement policies and Arts Council Malta procedures.<\/li>\n\n\n\n<li>Prepare and manage procurement requests through their full cycle.<\/li>\n\n\n\n<li>Liaise with internal departments to identify procurement requirements and assist in establishing appropriate procurement procedures.<\/li>\n\n\n\n<li>Monitor procurement plans, timelines, contract implementation and supplier performance.<\/li>\n\n\n\n<li>Provide administrative support to evaluation committees and ensure transparent procurement processes, draft reports and supporting documentation as required.<\/li>\n\n\n\n<li>Maintain procurement records and ensure audit readiness and compliance.<\/li>\n\n\n\n<li>Support the administration of contracts, service agreements, and other documentation relating to procurement for further processing by legal officers.<\/li>\n\n\n\n<li>Assist in the coordination of administrative services, office operations and resource management.<\/li>\n\n\n\n<li>Maintain and update physical and electronic filing systems, ensuring records are accurate, accessible, and compliant with data protection and document retention requirements.<\/li>\n\n\n\n<li>Liaise with internal departments, government entities, suppliers, service providers, and external stakeholders as required.<\/li>\n\n\n\n<li>&nbsp;Assist in the development and implementation of administrative procedures and office systems to improve efficiency.<\/li>\n\n\n\n<li>Maintain registers, databases, and administrative records, ensuring information is up to date and accurate.<\/li>\n\n\n\n<li>Ensure proper management of office facilities and coordinate maintenance requests with service providers.<\/li>\n\n\n\n<li>Undertake any other duties assigned by the Head (Development &amp; Operations), Chief Officer (Operations) or Executive Chairperson.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Eligibility Requirements<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the closing time and date of this call for applications, applicants must be:<\/p>\n\n\n\n<ol style=\"list-style-type:lower-alpha\" class=\"wp-block-list\">\n<li>citizens of Malta; or<\/li>\n\n\n\n<li>citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or<\/li>\n\n\n\n<li>citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or<\/li>\n\n\n\n<li>any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or<\/li>\n\n\n\n<li>third country nationals who have been granted long-term resident status in Malta under regulation 4 of the \u2018Status of Long-Term Residents (Third Country Nationals) Regulations, 2006\u2019 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the \u2018Family Reunification Regulations, 2007\u2019; or<\/li>\n\n\n\n<li>in possession of a residence document issued in terms of the \u201cResidence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations\u201d.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AND<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">able to communicate in both the Maltese and English language in order to sufficiently and adequately carry out the duties applied for.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AND<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">must be in possession of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a recognised qualification at MQF Level 5 in Business Administration, Public Administration, Management, Procurement, Finance, Commerce, Human Resources or other relevant areas<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">OR<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A post-secondary qualification at MQF Level 4 or an appropriate, recognised comparable qualification in procurement, administration, office management, finance support or other relevant areas, plus two (2) years relevant work experience<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Experience within the public service\/sector or a public entity will be considered an asset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AND MUST HAVE<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An ICDL Certificate<\/li>\n\n\n\n<li>Strong organisational and planning skills.<\/li>\n\n\n\n<li>Excellent written and verbal communication skills.<\/li>\n\n\n\n<li>Analytical thinking and attention to detail.<\/li>\n\n\n\n<li>Integrity and professionalism.<\/li>\n\n\n\n<li>Ability to work independently and within multidisciplinary teams.<\/li>\n\n\n\n<li>Proficiency in Microsoft Office applications.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Contract and Salary information<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The selected candidates will enter into a full-time employment contract on an indefinite basis.
