{"id":15568,"date":"2026-01-20T15:04:13","date_gmt":"2026-01-20T13:04:13","guid":{"rendered":"https:\/\/artscouncilmalta.gov.mt\/?post_type=opportunitie&#038;p=15568"},"modified":"2026-03-25T13:06:40","modified_gmt":"2026-03-25T12:06:40","slug":"call-for-evaluators-2026-2027","status":"publish","type":"opportunitie","link":"https:\/\/artscouncilmalta.gov.mt\/en\/opportunitie\/call-for-evaluators-2026-2027\/","title":{"rendered":"Call for Evaluators 2026-2027"},"content":{"rendered":"\n<p><strong>Introduction<\/strong><\/p>\n\n\n\n<p>Arts Council Malta (ACM) manages a number of different funding schemes with the aim of supporting the development of the cultural and creative sectors. Several calls for the submission of proposals are open throughout the year and each call is competitive. In order to guarantee transparency and impartial selection of submitted projects, the assessment and selection of the submitted proposals is organised based on a peer review system. For each call for proposals, ACM appoints an independent Evaluation Board to assess submitted proposals based on the basis of the scope and criteria of the funding scheme. The aim is to ensure that only proposals of the highest quality and which address the objectives of the specific funding scheme are selected for funding.<\/p>\n\n\n\n<p>These guidelines provide instructions to the appointed evaluators in order to ensure a standardised and high-quality assessment of the submitted applications.<\/p>\n\n\n\n<p><strong>Eligibility to apply<\/strong><\/p>\n\n\n\n<p>ACM is looking for individuals having a background in Arts (literature, visual arts, music, performing arts, interdisciplinary), Creative Business Services (design, architecture, cultural tourism and cultural services), Heritage (crafts, traditional festivals and celebrations, cultural sites, antiques) and Media (publishing and printed material, audio-visuals, including film and video production, film servicing, television, video games, radio, online media).<\/p>\n\n\n\n<p>The evaluation sessions will be carried out in Maltese and\/or English and therefore applicants need to be fluent in any of these languages. Applicants are required to be available for occasional short-term evaluation sessions. Persons who intend to submit an application on their behalf or on behalf of the organisation or entity they represent for a particular call between 2026 and 2027 are still eligible to apply but cannot evaluate the call for which they submitted their project. ACM staff and board members are not eligible to apply.<\/p>\n\n\n\n<p><strong>Appointment of the evaluators<\/strong><\/p>\n\n\n\n<p>Evaluators are appointedon the basis of the relevance of their skills and experience to the funding programme. A pool of evaluators will be collated, and evaluators will be called according to the requirements of ACM, and according to the evaluators\u2019 availability. ACM reserves the right not to contact all applicants and to select other evaluators outside the pool of evaluators if such need arises.<\/p>\n\n\n\n<p>Further information regarding the particular scheme to be evaluated, the evaluation process and what is expected from the evaluators will be provided accordingly. A selected evaluator is requested to confirm in writing their availability for and attendance to all evaluation meetings.<\/p>\n\n\n\n<p>Appointed evaluators are required to be registered with a VAT number at the time of applying.<\/p>\n\n\n\n<p>Following evaluation, the appointed Evaluation Board members will receive a remuneration fee of Eur 30.00 excluding VAT per application. <strong><\/strong><strong><br><\/strong><\/p>\n\n\n\n<p><strong>Role of the evaluators<\/strong><\/p>\n\n\n\n<p>The role of the evaluators is to review and assess the submitted proposals in relation to the criteria and the priorities of the relevant funding scheme. Based on the evaluators\u2019 assessment and recommendations, an order of classification of the projects is established.&nbsp; The recommended classification will be approved by the Council\u2019s senior management team and published online. &nbsp;The evaluators must perform their task as agreed with Arts Council Malta and within the deadline stipulated by ACM.<\/p>\n\n\n\n<p>Following the allocation of funds, members from the evaluation panels may be asked to perform other duties related to monitoring and mentoring of selected projects. Such committment, including conditions and remuneration fees, would be discussed in detail prior to initialisation of the process.<\/p>\n\n\n\n<p><strong>Duties of the evaluators<\/strong><\/p>\n\n\n\n<p>Each member of the Evaluation Board is responsible for:<\/p>\n\n\n\n<ol start=\"1\" style=\"list-style-type:lower-alpha\" class=\"wp-block-list\">\n<li>Declaring their respective conflicts of interest and signing the electronic Evaluator\u2019s Declaration sheet via the CRM. Board Members who do not adhere to this Declaration during and\/or after evaluation will be in breach of their commitment and will not receive their remuneration for services provided.<\/li>\n\n\n\n<li>Attending the evaluation meetings.<\/li>\n\n\n\n<li>Evaluating the project applications in line with the Fund\u2019s established eligibility criteria, evaluation criteria and Guidelines &amp; Regulations.<\/li>\n\n\n\n<li>Compiling the feedback forms. Each Board Member is required to insert their comments on the online feedback forms prior to the initial evaluation process \u2013 and update where necessary prior to the Final Evaluation meeting.<\/li>\n\n\n\n<li>Recommending the strongest project applications for funding, according to the classification list of projects submitted and agreed during the evaluation process.<\/li>\n\n\n\n<li>Copying each member of the Evaluation Board and the Moderator in any correspondence related to the applications.<\/li>\n\n\n\n<li>Making decisions based on the availability and criteria of the fund and also on the general practices of Arts Council Malta.<\/li>\n\n\n\n<li>Approving the feedback form for each project application as compiled by the Moderator, following the evaluation process. The feedback form will be sent to each applicant together with their respective notification letter.<\/li>\n\n\n\n<li>Ensuring that details and information regarding the project applications and evaluation meetings are held in strict confidence, both during and after the evaluation process.<\/li>\n\n\n\n<li>Acting with honesty, integrity and impartiality, applying best practice in every aspect of the proceedings. Any concerns by the Evaluation Board regarding the evaluation process are to be immediately communicated in writing to Arts Council Malta.<\/li>\n<\/ol>\n\n\n\n<p><strong><br><\/strong><\/p>\n\n\n\n<p><strong>Assessment of the applications<\/strong><\/p>\n\n\n\n<p>Evaluation session procedures vary from one funding scheme to another. The evaluators will be provided with the funding scheme\u2019s guidelines and regulations and the management procedures relevant to the particular scheme. The evaluators will be given access to the applications through an online system (CRM). The user manual to use the online system will be sent to the Evaluation Board prior to the commencement of the evaluation process.<\/p>\n\n\n\n<p><strong>Evaluation Criteria<\/strong><\/p>\n\n\n\n<p>Evaluators are to follow the below evaluation criteria when marking projects. This marking system will help to make the evaluation more streamlined.&nbsp; &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td colspan=\"2\"><strong>Evaluation&nbsp; Criteria<\/strong><\/td><\/tr><tr><td>91 \u2013 100 marks<\/td><td>Very Good<\/td><\/tr><tr><td>76 \u2013 90 marks<\/td><td>Good<\/td><\/tr><tr><td>61 \u2013 75 marks<\/td><td>Average<\/td><\/tr><tr><td>31 \u2013 60 marks<\/td><td>Fair<\/td><\/tr><tr><td>1 \u2013 30 marks<\/td><td>Poor<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>A more detailed marking scheme will be provided to the Evaluation Board through the Management Procedures.<\/p>\n\n\n\n<p><strong>Conflict of interest<\/strong><\/p>\n\n\n\n<p>Evaluators must not have a conflict of interest at the time of their appointment and need to endorse the online declaration once they log into the ACM\u2019s CRM. The evaluators should also inform Arts Council Malta should such a conflict arise in any of the applicationsthey have been allocated.<\/p>\n\n\n\n<p>When a potential conflict of interest is reported or brought to the attention of Arts Council Malta by any means, ACM will analyse the circumstances and any objective elements of information at its disposal. If ACM concludes that there is conflict of interest, the evaluator is excluded from the assessment of that particular application or of that call, according to the situation.<\/p>\n\n\n\n<p><strong>Confidentiality<\/strong><\/p>\n\n\n\n<p>All appointed evaluators are bound by confidentiality, as all information relating to the assessment process is strictly confidential.
