Main Duties and Responsibilities

  • Performing accounting duties as part of a team, and in the overall attainment of strict deadlines;
  • Verification, processing, data inputting – of incoming documents, invoices, payments and purchase orders; and ensuring that transactions comply with financial policies and procedures, in accordance to the Government’s financial regulations;
  • Assisting in the compiling, coordination and monitoring of the council’s government line votes and assist in the preparation of claim documents and claim schedules as required;
  • Assisting in the filing of all financial documents;
  • Dealing with members of the public, answering queries, hearing complaints and communicating as necessary;
  • Liaising with other units within the Council;
  • Acts as a focal point in receiving and verifying incoming documents from other units within the Council;
  • Assisting the Financial Controller in any other duties as may be required from time to time.

Eligibility Requirements

By the closing time and date of this call for applications, applicants must be:

  1. citizens of Malta; or
  2. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
  3. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
  4. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
  5. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or
  6. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

AND

able to communicate in both the Maltese and English language in order to sufficiently and adequately carry out the duties applied for.

AND

must be in possession of:

  • A recognised MQF Level 5 qualification (120 ECTS) plus three (3) years relevant work experience

OR

  • A recognized MQF Level 2/3 Ordinary Level qualification in Accountancy, English, Maltese and Maths plus 10 years’ work experience, eight (8) of which using SAGE

AND MUST HAVE

  • ECDL Certificate
  • Good knowledge of Excel software

Contract and Salary information

The selected candidate will enter into a full-time employment contract on an indefinite basis. The salary paid will be of a basic salary of €28,832 in 2025 (Grade 6 of the Art Council Malta’s Grading and salary Structure).
