OVERALL PURPOSE OF POSITION
Arts Council Malta (ACM) is seeking to engage the services of an individual as an Executive (Communications) to work closely with ACM’s Head (Communications) and the Communications unit within Arts Council Malta.
MAIN RESPONSIBILITIES
The duties of the selected candidate are to include, but not limited to:
- Assist in developing and managing Arts Council Malta’s marketing and communications strategy to strengthen and maintain Arts Council Malta’s reputation as a proactive, visionary, and compassionate leader in Malta’s cultural and creative sectors.
- Assist in developing detailed plans for and monitor the work of the Communications and Brokerage team.
- Organise, manage and maintain the administration work of the Communications and Brokerage team.
- Assist in the management and delivery of Arts Council Malta’s media relations and PR activity, internally and externally, contributing towards the development and support of professional and transparent relationships with local, national and international media across digital and traditional channels.
- Together with ACM’s Communications team develop and manage marketing, media and PR campaigns to ensure continuous, timely and high-quality public engagement with Arts Council Malta’s activities pertaining to its core functions in the investment, support, development, research and advocacy for Malta’s cultural and creative sectors.
- Help to manage the planning and deliver of social media campaigns, including the ACM newsletter to ensure regular and accessible communication with ACM’s external stakeholders.
- Ensure that ACM’s communication tools as part of its public engagement efforts are accessible to different social groups and identifying accessibility gaps in communication through the involvement of experts as needed.
- Advise on and manage the development, production and dissemination of Arts Council Malta’s publications and promotional material for public engagement.
- Assist in the preparation of reports on ACM’s and communications strategy to ACM senior management and Board of Directors, Ministry responsible for Culture and other interested parties.
- Assist the team to manage the maintenance of the content on Arts Council Malta’s website as well as contributing to its development to ensure a relevant and dynamic information, interactive and research tool.
- Plan, coordinate, promote and support events to raise ACM’s profile, increase its reach and facilitate the communication of its partners, stakeholders and representatives of the cultural and creative sectors, including annual awards events.
- Assist in the managing and delivery of ACM’s media and PR activity across media channels, news releases, staff briefings, reactive and proactive messaging reflecting the priorities and goals of ACM.
- Handling reactive media and wider communications enquiries effectively and in a timely manner.
- Monitor and report on releases, news stories, radio and TV interviews, digital channels and ACM’s overall media presence, the media presence of cultural and creative sectors and to adapt appropriate responses accordingly.
- Liaise and collaborate with colleagues within the Funding and Strategy team to ensure consistency of messaging across all of ACM’s communication channels.
- Contribute to the development and management of the marketing and communications budget.
- Providing compelling copy in Maltese and English for public engagement as required while managing the coordination with external service providers.
- Assist in the procurement of ACM’s Comms team.
- Assist in ad hoc projects as needed.
- Liaising with subcontractors as needed
- Other duties as assigned by the Executive Chair ACM and Senior Management.

Eligibility Requirements
By the closing time and date of this call for applications, applicants must be:
- citizens of Malta; or
- citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
- citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
- any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
- third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or
- in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
AND
able to communicate in both the Maltese and English language in order to sufficiently and adequately carry out the duties applied for.
AND
must be in possession of:
- a recognised Master’s qualification at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008) in Communications, Marketing, Cultural Management, Events Management or a comparable professional qualification, plus one (1) year relevant work experience
OR
- a recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Communications, Marketing, Cultural Management, Events Management or a comparable professional qualification, plus three (3) years relevant work experience.

Contract and Salary information
The selected candidate will enter into a full-time employment contract on an indefinite basis. The salary paid will be of a basic salary of €35,877 in 2026 (maximum Grade 5 of the Art Council Malta’s Grading and Salary Structure), a Performance Bonus of up to 15% per annum, a Disturbance Allowance of up to 15% per annum, an Entity Class Allowance of €1,500 per annum, and a Training Allowance of €700 per annum.
