This call for service for the role of a Cultural Representative (London-based), issued on Government Gazette no. 21,534 on 7th November 2025, is being extended to receive applications until 21st November 2025, noon CEST.
This job opportunity for a London-based Cultural Representative forms part of Arts Council Malta’s International Cultural Relations Strategy for the growth of the cultural and creative sectors.
Working closely and under the supervision of the International Cultural Relations Directorate at Arts Council Malta, the ACM Cultural Representative for the UK and Europe will contribute to the strategy and vision of Arts Council Malta’s Internationalisation programme, with a specific focus on international artistic and cultural exchanges, collaborations and initiatives, forming part of Arts Council Malta’s International Cultural Relations portfolio.
The objective is to give artists, producers, cultural and creative practitioners the opportunity to increase international accessibility and exposure to tour their productions, build networks and to help them connect with industry practitioners based in the UK and Europe; to showcase Maltese creative excellence to cultural programmers, festival-makers, operators and audiences and to promote cultural diversity and strengthen cultural relations with Europe and the UK.
General Responsibilities
- Manage and develop ACM representation in the UK and Europe. This will include Malta’s participation in international initiatives and events organised by ACM and International networks based in the UK and Europe, in liaison with the International Cultural Relations Directorate;
- Create, coordinate and manage a cultural programme including any educational outreach programmes and the respective annual budgets allocated for ACM according to the Council’s objectives;
- Participate actively in international cultural networks, projects and initiatives in the UK and Europe as it may be requested by ACM;
- Represent ACM in the EUNIC Clusters, attend their meetings and to manage and coordinate Malta’s participation in the EUNIC Cluster events;
- Liaise with the Maltese diplomatic missions and their teams, as well as with the Malta Tourism Authority in the UK and Europe in cultivating cultural projects;
- Source opportunities, partnerships and potential sponsorships for funding and programming of the ACM cultural programme;
- Track project milestones and deliverables of ACM’s programmes and initiatives in the UK and Europe, with respect to established timeframes and indicators, to ensure their successful delivery;
- Support the coordination and implementation of marketing and communication plans so as to promote international programmes and initiatives in the UK and Europe, including but not limited to the collection of data, content writing, drafting and editing of information, supporting public relations initiatives and exercises related to international projects;
- Coordinate and provide logistical support as needed including hospitality arrangements for International projects in liaison with the International Cultural Relations Directorate and the communications teams at ACM, ensuring the effective delivery of any scheduled events forming part of the projects;
- Draft correspondence, open calls, proposals, and reports as required by the projects and initiatives within the ACM cultural programme in the UK and Europe;
- Provide regular updates to ACM about the progress being made on international programmes and initiatives in the UK and Europe;
- Maintain accurate and up-to-date budgets, income and expenditure spreadsheets, maximising resources and funds available as much as possible;
- Procure all services and supplies required for the execution of Malta’s participation in international cultural representation, initiatives and projects within the UK and Europe, in accordance with Government Procurement Regulations;
- Maintain and conduct proper filing of documents related to the programmes and initiatives in digital formats;
Other Duties as Assigned

Working Conditions and Expenses
By the closing time and date of this call for applications, applicants must:
- reside in the United Kingdom,
- and have the right to work in the United Kingdom.
Based in London, the selected service provider will be expected to work an average of 40 hours weekly, with flexible working hours, around half of which would need to be office-based. The selected service provider will be required to travel for work and be available for meetings online and in-person as necessary. The selected service provider should be able to provide services during unscheduled or at unusual times as required by the exigencies of the international work, which will vary depending on the event-based workload around the creation of a cultural programme and networking opportunities in the UK and Europe.
Qualifications and Experience Required
By the time of application, the candidate must be in possession of:
a Masters degree at MQF Level 7 or an appropriate, recognised comparable qualification in the Humanities such as in History of Art, Music, Theatre Studies, Cultural Management, International Relations, Cultural Diplomacy, Communications or relevant areas, plus one (1) years relevant work experience.
OR
a Bachelors qualification at MQF Level 6, or an appropriate, recognised, comparable qualification in History of Art, Cultural Management, Communications, International Relations, Cultural Diplomacy or relevant areas, plus three (3) years relevant work experience.
AND MUST HAVE
- Excellent writing and verbal communication skills in both Maltese and English;
- Knowledge of the cultural and creative sectors as well as local artists and practitioners;
- Excellent networker;
- General awareness of office procedures and business writing skills;
- Strong organisational and administrative skills and attention to detail;
- Excellent interpersonal skills and customer service skills;
- Demonstrated ability to observe and acquire new skills pertaining to external and internal communication skills;
- A creative mindset and the ability to work well under pressure, completing tasks efficiently, and handling tight deadlines;
- A commitment to customer service and quality management.

Contract and Salary Information
The selected candidate will be awarded a one (1) year Contract for Service, with the possibility to renew for a further period, depending on his/her performance.
Answerable to the International Cultural Relations Directorate, the chosen candidate will be operating with flexible hours to meet the demands and requirements of the position. The chosen candidate will be required to work within the rules and regulations of the Malta Public Service.
The remuneration is of £30,147.12 (€34,226 converted on date of publication) excluding VAT per annum. In addition, the Service Provider will be entitled to £5,000 (€5,700 converted on date of publication) per annum as a living allowance based on the cost of living in the country of their assignment, as well as 15% disturbance allowance per annum. Payment will be processed monthly by Arts Council Malta on receipt of an invoice with a valid VAT number.
